With the growth of the construction industry, risk management in construction projects has garnered significant attention from the academic community. Effective risk management during the decision-making stage can greatly enhance project management efficiency. This paper integrates the AHP-entropy value method and constructs a risk management model based on the DPSIR framework for construction projects. The model is applied to evaluate and analyze the risk level of the decision-making stage in a navigation and electricity hub project in Chongqing Municipality. The results demonstrate the scientific validity and effectiveness of the proposed model.
