County-level industrial development, by stimulating economic growth and raising incomes, offers a powerful avenue for the transformation of resource-based cities. To promote this integrated development in Daqing, efforts should focus on extending industrial chains, fostering industrial clusters, advancing differentiated development of county-level economies, improving benefit-sharing mechanisms, and strengthening policy coordination.
