Abstract

Rural older adults with disabilities have substantial care needs, high economic vulnerability, and limited access to services due to geographical constraints, making them an important group in efforts to promote equitable access to basic elderly care services and common prosperity. In response to gaps in identifying eligible recipients, mismatches between assistance and actual needs, uneven distribution of service resources, and insufficient policy coordination, this study focuses on rural Dalian and develops a three-dimensional identification framework based on economic hardship, degree of disability, and care needs. It proposes a three-tier assistance system comprising basic protection, targeted support, and inclusive services, and explores implementation pathways in four areas: recipient identification, service provision, policy coordination, and digital oversight. It also proposes a three-level service network spanning county, township, and village levels, together with a coordination mechanism involving government, service providers, village and community organizations, and families.
