Abstract

Road, bridge, and tunnel inspection projects are critical to the quality and safety of transportation infrastructure. To ensure the effective implementation of inspection work, enterprises generally adopt bidding and procurement to select qualified and efficient inspection service providers, thereby reasonably controlling the procurement quality of engineering inspection services while improving the efficiency of state‑owned assets. Considering the current bidding and procurement of road, bridge, and tunnel inspection projects, these processes are characterized by strong professionalism, high technical evaluation requirements, and dynamic performance management. Traditional risk supervision mechanisms can no longer meet the whole‑process control requirements for the procurement of such inspection projects. Accordingly, this paper focuses on summarizing risk issues from four dimensions—preliminary preparation, announcement and bidding document issuance, bid opening and evaluation, and contract performance—and proposes compliance risk optimization measures, aiming to provide a reference for the high‑quality development of road, bridge and tunnel projects.
