Since the “National Medium- and Long-Term Education Reform and Development Plan (2010-2020)” (hereinafter referred to as the “Planning　　Outline”) proposed “actively exploring the Category Management　　of profit and non-profit private schools”, Category Management has　　become a central topic in the field of private education, especially in the　　field of private higher education. Until November 7, 2016, the Standing　　Committee of the National People's Congress deliberated and adopted the　"Decision on Amending the Private Education Promotion Law of People's　　Republic of China " (hereinafter referred to as the "People's Promotion　　Law (Amendment)"), and changed Article 18 to Article 19, which reads　　“The organizers of private schools can choose to set up non-profit or　profit private schools independently”, which fundamentally recognizes the　　legitimacy of Category Management in private schools. This document has　a milestone significance for the development of private education. From　the top-level system, it designs the property rights, financial support and　legal person attributes in the development of China's private education,which makes a new development opportunity for private education.
